I think your stipulations are valid. Since the funds coming in would be in the form of checks and money orders (hopefully nobody sends cash), it would be easy to keep them uncashed. How would you feel if the decision was made to complete the project, and some of the funds were put toward the final production? I mean, say, that all of the graphics and talent shots were done already, but the final editing is to be done and paid for after the ad date. The return letter is also a good idea. Maybe a include a paper copy of the plans, for example, that were going to be the topic, just as a consolation.
