The amount of data that can be stored on the disc is due to the physical
mechanism of the drive itself. The older models are are 540 and the newer ones
that are currently available are 680 megs or so.
High Sierra (1986) is just a filesystem just like DOS. In older version of
MSCDEX it can only read High Sierra but not it also reads ISO. ISO-9960 oops
ISO-9660) (1988) is the sucessor to the High Sierra. The differences are very
minor so they shouldn't affect how much data can be stored on a disc.
