Certainly it's true that modern tools follow sets of rules. That's
true of any computer program. But what computers can do far more easily than
humans is to apply various progressions of those rules and apply the results
against predefined standards in order to optimize the outcome.
They can also take care of tons of "grunt" work.
For example, look at the newer query-by-example database front ends now
available. Someone with next to no programming experience (or experience with
one of those particular programs) can build quite complex reports in a very
short time period. Same thing with query forms, data entry forms and so forth.
But no…computers are not yet capable of independent thought.
