Both of your questions are probably better answered by others, I do mostly
television broadcast animation, so I don't do much multimedia output. That
said, there are many off the shelf multimedia authoring packages that allow you
to do some forms of interactivity, and games developers are constantly writing
their own games engines for driving graphics and user input. I think these are
almost always proprietary. As far a CD-ROM playback is concerned, there are
several flic compression schemes that will de-compress on the fly, like SMACKER
and NEWAGE (which can be found on this forum, though I'm not sure if they're
demos or shareware or what). These allow you to play back bigger flics faster,
making CD ROM playback smoother and better.
