There are a number of tools for constructing Windows Help files. If you're converting an existing document to Help format, you should try Doc-To-Help from Wextech. If you're building one from scratch, you should look at RoboHelp from Blue Sky Software, or check out the many shareware programs available, such as Visual Help and Helllp!. Microsoft's "second generation" Help system is the Multimedia Viewer. It supports a number of features that standard WinHelp doesn't, including full-motion video and 256 colors.
