it is one file wich you can start as any other program under DOS.
I will upload some sample batch files, because this is not the place to
give you a DOS-Basic-Training. You sould do this, and your life get much easier
with your PC.
Note that you MUST change the -SWAPDIR pathsetting in a ASCII editor like EDIT
from DOS.

It depends how much RAM the other application and 3DS need.

Exact this is what the batchfiles will do.
Copy the Files in your 3DS directory.
Example: You want to run 3DS for the next week with 15 MB RAM so there
are 17 MB RAM free for other applications. Just type CFG15MB.BAT at
the DOS prompt and then start 3DSHELL.
If you want that 3DS use all memory, type CFGALL.BAT and start 3DSHELL and so

With the -MAXX setting you can create every memory configuration you want.
