At this point, I would say that the Free-Run Frequency is off, perhaps way off.
Jerry Hatchett recommended in another posting to run the Amiga for an hour or
so to warm it up; this has the effect of analog circuit characteristics enough
to let it gen-lock. You COULD try to tweak this control (a variable capactor
made of ceramic and metal), but it will take some time.
The time-honored (and fastest) way to find the cause is to swap out one element
of your system at a time. The major elements are the Amiga itself, the Toaster
boards, and your monitor. This should at least let you find out which way to
go.
