I'm not sure, but it sounds funny. I may just misunderstand. When I type "dir
DEVS:" in a shell window, I get a sub-directory called "Networks", among other
things. When I type "dir DEVS:Networks", I get "ppp.device" only. I imagine
it doesn't hurt to have other things there, but that's all I have, and it
works.

hostname? You shouldn't have added the ".compuserve.com" to the hostname, if
you did that. If the software is adding it, I don't know what's going on.

software. This isn't at all straightforward.
Try those things. You might double-check your startnet script against the one
listed in PPPHLP.txt. Or, you can execute the lines in your startnet script
manually, one-by-one, to see where the error occurs.
The best of all worlds, of course, will occur if someone else says "Oh, yeah,
you need to do this: …"
