The Sanyo GVR-S950 and -S955 both record frame-by-frame on VHS and S-VHS
tapes. It has its own built-in controller. They run about $3,000 US.
I had lots of problems with my unit, and eventually returned it, but I
know others have used them without incident. I purchased a DPS PAR instead
(which outputs VHS (composite), S-video, MII, and Betacam) and am very happy
with its performance.
