I think this can't be done with software: It is the modem (or a fax switch), which has to listen to the phone line and decide if the incoming call is data, fax or voice. Supra modems for example have Silent Answer: The answering machine picks up the phone, and only when there is a fax tone, it swings into action and fires up GPFax, and the answering machine hangs up.
