A Video Capture device like "Snappy" from Play, Inc. or the Movie
Machine from Fast Electronics would allow you to "snap" a picture
from a video source like a camcorder and then save the result into a
file. This file could then be accessed by various programs,
including databases, that support image files.
One of the neatest printers on the market for color output is the
Fargo Primera (Pro). They even have an option that will print onto a
"ID" card directly. I think the whole ID card setup is about $3.5K.
The Video Capture devices listed above run $200-500.
