It's pretty entry level (cuts only), but it's also cheap (under $200 at your local Radio Shack) and fairly accurate according to VIDEO Magazine's Technical Editor Lance Braithwaite (Lance is a big fan of the "Thumbs Up"). If you want a version for your computer, try Gold Disk's Video Director (also around $200). The PC version will run on a 386 Windows computer and it also does "cuts only" and is fairly accurate.
