The prime criteria is the installation of a fiber-optic connection to the nearest domain server. You'll have to pay for all the cabling and installation. Needless to say, this is prohibitively expensive. Services allow users to connect to their server via modem, which in turn uses their fiber connection to the rest of the net. Fun networking buzzword: BIFF: Backhoe induced fiber failure. (I witnessed these first hand during my days at WMU).
