Yes, Premiere can select single frame or a series of frames that are numbered
sequencialy.

It is a type of video gear that has a very high quality video. Similar is
concept as saying VHS quality or S-VHS quality. When it comes to accual specs,
I don't know, it's the type of gear that the Big Networks use and is out of my
needs and price range.

I can only speek for my card for sure (Fast, Movie Machine Pro). But it works
with Microsofts Video for Windows. I can play any M-JPEG compressed AVI file to
my monitor at 640×480 30fps or use Fast's Movie Studio software (that came with
the card) to output the AVI movie directly to a TV or VCR.

Premiere version 1.1 is better for multi-media, but the new version 4 is
excelent for editing anything (animation, Movies, MusicVideos). And includes
many filters and special efects that you find in Photoshop.(blur, ghosting,
superemposing images, transition fading in and out of WAV files.
