It's new and different. Essentially the same proposal (with some
differences, the earlier one would have affected single line BBSes) was
dropped a couple of months ago. Then the chairman of the FCC left (quit,
resigned, fired, I don't know). The new chairman decided to reopen the
issue, and has quite a bit of backing behind him. For more details, see
