Yes, it can be done; has been done. I can do it (frame-accurately) for a
total of $1100, plus $3500 for VHS or $5500 for S-VHS VCR. This includes a
SMPTE reader/generator, special cable, and software. Uses ARexx for the
script.
It can be done cheaper if you don't need SMPTE or frame-accuracy ($500).
