Even playing with the time-slice parameters really doesn't help too much
when trying to format a floppy and do something else under Windoze (and
that's on a 386-33).
Now … OS/2 is a different matter. Formatting a floppy doesn't slow the
machine at all. Somehow they got the interrupt structure worked out.
