Your idea of a text file that describes the forum culture is good, but how would a greenhorn know about it? I suppose a notice could be placed in the welcome screen when a person joins. Another concern I have is who would enforce it? It would be yet another task for our sysops to deal with. On the other hand, pointing someone to a text file is no big effort.
