Tim the Uninstaller is a excellent tool. It is made for windows and does
the job it is suppose to. It is put out by MicroHelp and they can be
reached at 1-800-922-3383.
What it does (lets see if I can get this right) is it runs a fake execution
of a Windows program. Sees what it calls and what it looks at, and then
deletes everything having to do with just that program that it finds
(unless you tell it not to). How's that Jack? It does clean up and .SYS
and .INI files.
