They DO NOT say this. They do suggest not to use the HELP key + 0
key combination (as it activates TimeSaver), and further suggest
not using HELP + ANYTHING. I don't have any programs that use the
HELP key + anything else. Pressing the HELP key alone does nothing.
As to asking other software developers to honor their requirements,
what is wrong with that. In the IBM world not doing this has caused
a lot of problems with TSR (Terminate and Stay Resident)type
software where programs all want to use the same keys for different
functions, or all want to be the last one loaded. (Kinda like Amiga
expansion devices that all have no pass-thru and want to be the last
one on the bus.)
