Yes, it is possible. First you have to put the images through an
analog-to-digital converter, then you need to import it into a CD-I system. If
you need to have the file compressed (I'm pretty sure that's necessary for
video) that has to be done before it can be put into CD-I format.

some shops who do the A-D conversion & compression and CD-I application
