Hilary, a drop of .2 volts is really not uncommon under big loads. The stuff the power supply is driving is usually spec'ed at +-10%, so you got plenty of headroom. Of course you could have bad filtering which a voltmeter won't tell you, but as long as the voltage is fairly constant you should be OK. But let's check out the new one. Hope it solves your problem.
