Animator's rates seem to be varied greatly in different geographic areas. Here in California the rates seem pretty high, whereas someone from Alabama was pointing out that animators make quite a bit less, around $24-35,000 per year salary. I think most independant animators charge by the hour, but temper it with project type, their own level of experience (I'd probably charge less per hour than Cyrus Lum or Stever Scherer), etc… . Main thing is don't sell yourself short. I don't know of any service bureau's that have a standard rate for "bringing in" your own equipment, but if you found one they'd probably charge hourly Beta suite rental (in SF it's anywhere from $150- $300 per hour).
