I'm 99% sure that you need 3.1 ROMs even if you have 3.0 ROMs. There were
too many changes to fit in a setpatch. Maybe so many were ECS related
changes such that SetPatch is ok (because the only 3.0 ROMs are AA, which
don't need the ECS-related changes), but I don't think so.
