3DS has no bearing on the duration of an event during playback on your output
device. If you intend to record your animation on a device that plays back
frames at a rate of 25 frames per second, you will need to keyframe your
animation accrodingly. If an event is to take one second, set the key frames
25 frames apart.
If you have an existing animation that was originally created with the
intention of 30 fps playback, and you now need to output it with a device that
plays at 25 fps, you will need to time-scale the animation by a ratio of 25/30
and re-render the frames.
