The best combination of R13 and R4 is R13 c3 and R4c1 or R4c2 (no difference
between the 2). R4c0 doesn't read R13 files, and the DXFPCH file here is a
minor version of the R4c1, but has the added feature that it can be applied to
3DS3.
Problems between R13 and 3DS4 have been reported before – I'm hoping that
they're getting taken care of by R13c3 and R4c2!
