Commodore contracts the ROM production out to other manufacturers.
Usually NEC, Toshiba, and Sharp. With semiconductor production, once the
masks are made, volume and yield are the major determining factor on costs.
1.3 masks are made, and based on postings I've read here, so are the 2.0
masks. It really wouldn't cost that much more to make both versions of
ROMs.
