Nathan,
a lot of people here have vast experience in what you are attempting to do.
I will warn you, however, that in order to get "acceptable" quality you
will spend several thousand dollars. In order to get "superb" (i.e. same as
seen on network TV) quality you are looking at an investment in the tens of
thousands. Animator Pro, the Autodesk product is very good and has an
"unbuzz" or anti-alias feature. It sells for $795. Getting the graphics
from your machine (PC must have lots of memory, be at least a 386 (it won't
run on 286 or lower) and have VGA) will require an NTSC encoder (anywhere
from $600 to $10K depending on quality). If the graphics are static then
you may get away with real time recording to tape but in any case the
target desk must be at least SVHS (Super VHS) or Hi-8 in order to minimize
problems with color bleed, etc. If ANY color bleed is unnacceptable a
professional format such as Betacam SP or UMATIC SP will be required.
I am sorry to be the bearer of bad news, I just went through the same
excercise myself and am out several thousand dollars for "adequate" output.
