Don: Here in FL they have started to inspect vehicle emissions about 3 or so years ago. What they did however seems like a fair compromise. They have set emissions levels differently for different model year cars. I do believe that at a certain year the requirments are all the same, but for the earlier ones the requirements are much looser than for a new car. Is CO doing a similiar thing, or are all of their requirements the same regardless of year?
