Don: That sounds very similiar to the FL requirements. I have a 1985 Dodge Diplomat former police car that I had added a 4 barrel carb to, Edelbrok manifold, and headers to (no catylitic converters tho), and went to get the car inspected, and the person doing the inspection has this mirror on a pole thing that they look at the converter with (to check if you have it or not), and they PASSED me as having a converter. As it was the CO levels were too high, and I ended up adding converters (one on each side) into the system to bring down the CO level, but I didn't need to add them because they weren't there!
