Ken, Well, the feedback system could also work by having the instructors name on the eval as well. Basically what I'm suggesting is to apply some TQM approaches to this system. I also responded to Maan with a suggestion of an "over the phone oral exam". Teaching capability is a "real-time" capability .. not easily decernable thru repetition of fact. It (as you know) has much more to do with the capability to evaluate a particular students needs in the context of certain information or concepts which need to be illuminated. In an interactive oral exam, the "Certificator" could ask the instructor to explain a concept a couple different ways, illustrating this important "dyanamic" capability. I don't believe you will find a "quantitative" approach and the results will be largly subjective .. but so is the capability that you are trying to measure. Ang
