In US editorial practice if a writer is assigned an article which is subsequently not used or killed, they at least get a "kill fee". This is not at all unusual. Of course, if the article is unsolicited, and the magazine merely expresses interest in it, you ain't necessarily going to get something if they don't print it. –Redmond
