As others point out here, most of your premis is wrong. First, layers of Cretaceous age and older are not consistent worldwide. They have varying compositions and don't exist everywhere for any given age, and there is no evidence that they ever did. Their composition is not the same as that from any extraterrestrial source, but are the same as one would expect from terrestrial sources. The layers are often fairly even and widespread because they were deposited in large seas. Locally and in many layers on a broad scale they show many variations is grain size, composition and bedding features–just like is happening with sediments being deposited in oceans and seas today.
