Dom, Like you I had problems getting InterCIS to work. Chris, the author, <strongly> suggests the use of an absolutely <stock> WorkBench. I thought I had commented-out anything in my Startup-Sequence and User-Startup which could even <remotely> impact getting AmiTCP & PPP to work. However, I had moved some seldom-used files to another partition. Chris suggested typing "EXECUTE AmiTCP:bin/startinternet" in a CLI, which allowed the requester to appear on screen with its complaint that a given program couldn't be found. A few minutes file hunting with DOpus and I was connected on the Internet. Chris has updated the documentation to include this tip and several others. The latest docs can be found in "InterInstal.lha." Good luck getting on the Internet.
