In addition to the great reply from Don, you might want to experiment with
3D Studios own VBLUR IPAS.
There is little documented about it and is often forgetten about. Start your
experimenting with about 1/2 of it's default setting. VBLUR averages 3 scan
lines at a time to help deal with NTSC interlace flicker. Note that it also
softens the image so keep it as low as you can get away with.
