Call CATS and tell 'em you want a Workbench License and they'll send you
all the necessary forms etc. you need. It's pretty easy, and I don't think
it costs much (they like to encourage workbench licenses, from what I can
tell).
I doubt they care where they get the fee from, as long as the money's green
