Steve,
yes…I know that's why I said the FCC rules don't apply to private
networks…since CIS is a private network.
However, the FCC does have some control over all interstate
electronic communications…witness their attempts a few years ago to
impose a fee for their use. That proposal was defeated because of public
opinion, not because the network is a private network.
