I suspect it is some sort of 'plug-in-chip-as-you-work' video adapter.
Speculating, you could buy this board (which might have a VGA built in) and
then buy plug in chips when you can afford them. The idea being that if you
need a VideoVGA you buy that chip and plug in, if you needed a Vista you buy
that chip and plug it in (use TSR software to switch between card modes even
though all chips are plugged in) etc, etc. This would save slots and prevent
address clashes.
