Ronald, I've never heard of the APOLLO controller, so I am not at all familiar with the way that it is set up. However, _some_ SCSI controllers use a flag in the hard-disk's RDB (rigid disk block) to tell the controller that the device is the highest SCSI-ID to scan — if this flag is set, then the controller will not look for a device with a higher SCSI ID on the bus, and therefore won't find it. You might try examining the RDB using the program supplied with your SCSI controller for setting up the hard disk (equivalent to the C= HDToolBox program), and see if such a setting exists/is used.
