Using a product called Visual DLL (around $250) you can create DLLs with VB. However, the basic question posed by Peter is certainly valid — can MAX use DLLs and, if so, why would it care what produced them? If it's a question as to whether they make appropriate 32bit calls, that is different than stating categorically that only Visual C++ 2.2 can do it.
