NTSC Limits

It has been my experiance that 255,255,255 is 100% NTSC Video and conversly
0,0,0 is 7.5 IRE there is NO WAY to create a graphic with the toaster that has
0 IRE video in it. However if you select a video source 1,2,3,or4 that has no
source actualy conected to it you can get 0 IRE.
