Don Landis is the Real Smart Guy on this subject. Since you seem in a hurry, I
thought I might offer some thoughts until Don steps in. (I asked Don about a
similar problem at Siggraph.)
Your situation is very likely to be a problem with signals getting into your
monitor from other monitors (turn all others off and see what happens) or from
the AC wiring. Make sure that all your video cables are not close to any
extension cords or AC outlets. Watch the screen while you move cables around
and see if the movement causes any variation.
One possible clue is that you say the screen "quivers" when the PAR software is
loading. Is your computer enclosed in the case? Is the monitor near the
computer? Try moving the monitor away from the computer. Try shielding the
computer with a 3'x 3' of aluminum (between the computer and the monitor).
It is very unlikely that the bars will show up on video tape — its probably
just affecting your monitor.
