Wayne, That is incorrect. CATS will accept practically anyone for the
certified developer program. About the only criteria is that you have
_something_ to do with developing whether that be coding or technical
writing. You definitely do NOT have to be corporation. The criteria for
becoming a commericial developer is quite different and that may be the
cause of your confusion.
