I think you are approaching the problem correctly, ie. reducing the
quality of the video to get it to play at a decent speed off the double
speed CD-ROM. I think a double speed CD-ROM can sustain about 300kb/sec
transfer rates. Most .avi players I have seen have some sort of option
that describes the .avi file and the kb/sec that it needs to play at.
The MPEG boards would help, and as the standard advances will probably
become more and more common. However, for mass distribution right now,
you are probably better off in the .avi format.
The FAST Video Machine is more of a video editor, than a multi-media
creator. They do have a product the Movie Machine that can create and
playback .avi files using M-JPEG compression.
