Paul, It may be a short between one of the boards in the monitor and the tube. The defect was documented in some magazine that I read some time ago so I'm saying this right off the top of my head. A technician can fix it by putting extra insulation on the wire hanging from the tube or thereabouts. It'll take me a few days to find the issue in my garage.
