Paul, I just remembered that the problem is the buildup of excess capacitance. The POP is the sudden discharge of the charge which, as you've noticed, does wonders for computer logic! The fix avoids the discharge with more insulation. The high voltage wire off the tube, I think, acts as a capacitor with the ground plate or one of the boards.
