I've been out of touch with the satellite business for decades, but I did work
with satellite tracking in the 1960s. I know that enormous advances have been
made, and they need to have been, because in the 1960s we didn't know where
ANYTHING was to 50 meter accuracy. At the couple of meter level, the earth is
not an oblate spheroid, and satellite orbits are not exactly ellipses. While
it is possible under certain circumstances to measure some distances with great
precision that doesn't mean that it's easy, or even possible, to convert those
distance measurements into relative distances on the surface of the Earth with
anything like the precision you can measure the distances to.
