Depending on which version of Access! you have, Quick-B may be enabled
by default (if you hit L-Amiga-b and it says "..now disabled" then it was
already enabled by default).
The reason it wasn't listed in the menus is that that protocol is an
'auto-initiated' protocol… once you've told Compuserve what file you want
and have told Compuserve that you want to use Quick-B (or B-Plus, depending
on what version of Access you have, see the docs) it will ask you for a
"filename for your computer:". Give it the full path/filename where you
want the file on your machine and sit back — it's all automatic from then
on.
