It's _completely_ restricted from commercial use.
Time – for you, maybe a month at the most to get a codeless tech.
Money – for packet and packet modem and s/w, about $1000 for good stuff.
license is only a couple of bucks or so.
Datacomm is ok, and legal as long as it's for fun or experimentation. As
soon as you start passing data for direct commercial reasons, you're a bad
fella. Data rates of about 9600 baud are pretty common now.
Final thing (of course) is that if you DID pass commercial, or sensitive
data over the radio, you'd have to be nutz… as there are plenty of hams
out there who would be happy to spread it around for you.
