Michael, Don't forget that William Kennedy was writing about the past glories of the Albany region…Albany was once a thriving city with many ethnic neighborhoods, most of which have been destroyed. This is the same for Troy and Schenectady, which are even in more of a decline. This area is definitely in the rustbelt…we have seen many hometown industries either close up or move out. This may change before the end of the century, since the NY legislature is debating whether a maglev transit system, from NYC to Albany would make sense.
